POOL ADMINISTRATION
The LAWCX Board of Trustees has engaged Bickmore Risk Services (BRS) to serve as Pool Administrator to oversee the program finances and handle the day-to-day program administration. BRS specializes in actuarial, risk management, claims and litigation management, loss control, and general administration services to risk retention pools, individual insured and self-insured organizations.
BRS is currently the largest independent, non-brokerage affiliated pool management firm in the Western United States. Its Corporate headquarters is located in Sacramento and the Southern California office is located in Long Beach. The team at BRS has a long and proven track record of effectively administering California public sector workers' compensation self-insurance programs.
In addition to being the pool administrator, BRS also provides the following services for LAWCX:
- ACTUARIAL SERVICES. The purpose of the actuarial team is to understand and quantify risk exposure, ensuring adequate reserves, and design an appropriate cost-of-risk allocation approach. The BRS actuarial team is recognized in the industry for its expertise in guiding private and public sector clients to establish adequate, predictable, and stable funding.
- CLAIMS MANAGEMENT. An important component of every successful self-insurance group is the effective handling of workers' compensation claims. LAWCX manages the claims, in conjunction with the member's third party claims administrator, once they have reached LAWCX's layer of coverage. LAWCX has a claims management policy for its members, which was adopted by the Board in an effort to protect pooled funds by ensuring the members' claims administrators are handling claims in the most prudent manner.

RISK CONTROL. LAWCX recently directed the BRS Risk Control Department to conduct an analysis of the risk control needs of the LAWCX membership. As an excess pool, most risk control services are provided at the primary level; however, LAWCX feels its membership can only benefit from shared best practices. BRS brings a targeted approach to culture-based safety programs based on loss analysis as well as risk control assessments.
